Does the airflow arrow refer to the frame or the treated layer?

The arrow refers to the direction the air travels, and it points toward the blower.

The label for the NanoFlashing™ Air Filter instructs that the filter is fitted into the filter track with the airflow arrow pointing toward the blower, that is, in the direction the air travels. NanoFlashing™ is a permanent positive polarity engineered into filter media itself. It is a physical property of the filter. Every commercial NanoFlashing™ product is made by a manufacturing partner, in their facility, in their format.
