Can maintenance quality be verified independently of the contractor's checklist?
The label sets the steps for changing the filter, and the inspection of an installed bank is the facility's own.
The label sets what can be checked on the filter itself: that the airflow arrow points toward the blower, that the filter sits square in the track with no gap at the frame, that the media is not torn, crushed, wet or visibly damaged, and that the replacement point printed on the product has not been passed. The label also carries the product name, the nominal size, the rated airflow and the maximum face velocity, so what is in the track can be read against what was specified.
Who performs an independent check, and on what terms, is decided by the facility.
