Changing the filter needs the system switched off at the thermostat or the unit’s disconnect, and the label's caution followed for the used filter.

The label’s directions are: “Switch the system off at the thermostat or at the unit’s disconnect before opening the filter access.” The used filter is then removed and discarded as directed, the new filter is fitted with the airflow arrow pointing toward the blower and checked square in the track, and the access panel is closed before the system is switched back on. The filter is passive. It draws no power, and it has no power supply, electrode, lamp or reservoir. How long a system can be off is decided by the people who run it.
