What product or manufacturing changes require review before the certificate or mark continues to be used?

The issuer decides that, and it decides it in the rules of its own scheme.

The issuer sets those conditions in its scheme rules, and they bind the holder of the certificate. The certificates the company names are held by the manufacturer that makes the filters. The company does not operate those schemes, does not set their thresholds, and does not publish a second set of rules alongside them. A certificate covers the product it names; a product that is no longer that product is a matter for the issuer.
