Is the supplier entitled to use a certification mark after the licence fee lapses?

A certification mark may be used only while the certificate is in force, and only by its holder, under the issuer's rules.

The company names certificates by their issuer and their number, and it does not present a certification mark as its own. The certificates the company names are held by the manufacturer that makes the filters, not by C-POLAR: OEKO-TEX® STANDARD 100 certificate 17.0.25812, issued by OEKO-TEX Service GmbH, and Eurovent Certita Certification Certificate No. 15.06.011. Each issuer's own record names the holder of its certificate. Whether a certificate is in force is shown by the issuer's own record: OEKO-TEX publishes a public label check, and Eurovent Certita Certification publishes a certified product directory of the products certified under its programmes.
