Does the certification holder have permission to add an OEM's brand name?

That permission is the issuer's to give and the holder's to hold, and C-POLAR holds neither certificate.

The company names certificates by their issuer and their number, and it does not present a certification mark as its own. The certificates the company names are held by the manufacturer that makes the filters, not by C-POLAR: OEKO-TEX® STANDARD 100 certificate 17.0.25812, issued by OEKO-TEX Service GmbH, and Eurovent Certita Certification Certificate No. 15.06.011. Each issuer's own record names the holder of its certificate. Every commercial NanoFlashing™ product is made by a manufacturing partner, in that partner's facility and in that partner's format, and each partner controls what is said about the work. Both numbers can be checked at source: certificate 17.0.25812 in OEKO-TEX’s public label check, and Certificate No. 15.06.011 in the Eurovent Certita Certification certified product directory. NanoFlashing™ is a technology; the name, rating and sale of a product that carries it are set by that product's maker and seller.
