Can the issuer verify a certificate by a public serial-number search?

Yes, for both certificates the company names, and the check is public.

The issuer's record is the authority on the current status of its own certificate, and both issuers publish one. OEKO-TEX publishes a public label check, in its own words: “Want to check if an OEKO-TEX® label is official? Simply enter the label number below.” The number to enter is 17.0.25812. Eurovent Certita Certification publishes a certified product directory of the products certified under its programmes, where Certificate No. 15.06.011 and the model it covers can be looked up. The company names each certificate by its issuer and its number so that the check can be made at source. The test reports the company names are not listings, and are checked by reading the report or asking the laboratory.
