If the filter destroys what it catches, do maintenance staff still need gloves and a mask to change it?

Yes.

The label's handling directions apply to every used NanoFlashing™ filter. The NanoFlashing™ Air Filter label states: “A used filter holds the dust and microorganisms it has taken out of the air. Wear gloves, and eye protection and a dust mask where dust is heavy. Put the used filter straight into a bag or waste container. Do not shake it out or blow it clean. Wash hands after handling.” The filter is intended to destroy the viruses, bacteria and fungal spores it captures. It destroys them on direct contact with the positive electric charge, by physical means, and only while the organism is captured by the positive electric charge. The destruction the company describes is limited to viruses, bacteria and fungal spores, and a used filter also holds the dust it has taken out of the air. The company publishes no measurement of what comes off a filter while it is handled.
