Are waste-handling tasks assessed separately from handling unused material?

The company's handling directions for the article are the ones on its label.

The label for the NanoFlashing™ Air Filter states: “A used filter holds the dust and microorganisms it has taken out of the air. Wear gloves, and eye protection and a dust mask where dust is heavy. Put the used filter straight into a bag or waste container. Do not shake it out or blow it clean. Wash hands after handling.” It also states: “The frame edges can be sharp,” and it directs that the filter and its frame not be cut, folded, trimmed, bent, punctured or altered, and that a filter whose media is torn, crushed, wet or visibly damaged not be installed. For disposal it directs that the used filter and its packaging go to ordinary household or commercial waste under Federal, State and local requirements, not burned and not reused.

The company publishes no exposure measurement for cutting, converting or cleaning work, and a task of that kind is assessed by the employer that runs it.
