Can a household rely on a room purifier while its HVAC fan is off?

A NanoFlashing™ panel filter in a forced-air system treats air only while that system's own fan moves air through it, and a complete air cleaner moves air itself.

Passive describes the filter, not the system around it. The filter is passive. It draws no power, and it has no power supply, electrode, lamp or reservoir. In a forced-air system, the system's own fan moves air through the filter.
