Would the proposed Chinese claim place the finished product in a disinfection-product category?

The company's position is the same in every market: the filter acts by physical means, and it incorporates nothing that acts on organisms in any other way.

A charge is a physical property. It is not a substance or a mixture of substances. The filter is intended to destroy the viruses, bacteria and fungal spores it captures. It destroys them on direct contact with the positive electric charge, by physical means, and only while the organism is captured by the positive electric charge. C-POLAR has published no classification or certificate for China. How a finished product is classified in a national market is decided by that market's authority and by the party that files for it. General enquiries go to [email protected].

Would an imported NMPA dossier need to identify a foreign registration holder separately from the Chinese agent?

What an NMPA dossier must identify is set by that authority's rules, and the dossier for a finished product is prepared by the party that files it.

C-POLAR supplies a materials technology. The published position is that every commercial NanoFlashing™ product is made by a manufacturing partner, in their facility, in their format. The published Terms of Use state: “The manufacturer and seller of a finished product are responsible for its design, manufacture, labeling, instructions, claims, sale, and warranty, except for a responsibility C-POLAR expressly accepts in a Separate Agreement.” They also state: “Unless a Separate Agreement expressly says otherwise, C-POLAR is not the manufacturer or seller of a finished product merely because that product uses or refers to C-POLAR technology.” C-POLAR has published no classification or certificate for China. A locally converted material and an imported finished product are different articles, and a change of material or of maker produces a different article. The published Terms of Use state: “A test of C-POLAR material, a component, or a prototype does not establish the performance of a finished product that incorporates it.” The published position is that development runs configuration by configuration, and each partner controls what is said about the work. General enquiries go to [email protected].

Can a Chinese-language translation of destroy imply a stronger regulated function than the source text?

The company's sentence carries its condition and its mechanism with it: “When a captured pollutant has a fragile structure, NanoFlashing™ destroys it on contact through a physical mechanism.”

A translation that leaves out the condition or the mechanism does not state the company's position. The published Terms of Use state: “Nothing on the Site authorizes anyone to manufacture, integrate, market, resell, or describe a product as C-POLAR-enabled. Nothing authorizes anyone to describe itself as a C-POLAR partner. Written permission is required.” General enquiries go to [email protected].

Does the Chinese product file distinguish an imported finished product from locally converted material?

A locally converted material and an imported finished product are different articles, and the file for each is the responsibility of the party that makes it.

Would a China-based converter become responsible for a new finished-product filing?

A converter that makes a finished product is that product's manufacturer, and the Terms of Use place the responsibility for a finished product on its manufacturer and seller.

Can a foreign laboratory report be used directly for the specific Chinese submission under consideration?

Whether a foreign laboratory report can be used for a particular Chinese submission is decided by the authority that receives it.

The air-filter reports the company cites include LMS Technologies, Report LMS#9904, 28 April 2025, a single-pass fractional efficiency test on a 24 × 24 × 2 in. pleated air filter in an ASHRAE 52.2 test duct, in accordance with standard LMS aerosol test procedures, and Report 6847, ASHRAE 52.2 with Appendix J; the LMS Technologies Pine-Needle Smoke Report LMS#10471 of 20 October 2025, measured as single-pass fractional efficiency in an ASHRAE 52.2 test duct; and Eurovent Certita Certification, Certificate No. 15.06.011, under ISO 16890. Certificate No. 15.06.011 covers a ten-pocket bag filter, not a flat panel filter, and Report 6847 is on a 24 × 24 × 30 in. pocket filter; a rating belongs to the construction that was tested. Guangdong Detection Center of Microbiology, Report 2020FM20686R01E, 13 August 2020, tested a nonwoven filter medium against influenza A virus (H3N2) under ISO 18184:2014. Does the application require testing to an applicable Chinese standard for the actual intended use?

C-POLAR has published no testing to a Chinese national standard.

The air-filtration standards named in its published testing are ASHRAE 52.2 and ISO 16890, and Eurovent Certita Certification, Certificate No. 15.06.011, certifies a ten-pocket bag filter at ISO ePM1 70% with an A class energy rating. Can a domestic reseller use a translated foreign certificate without implying a Chinese certificate?

A certificate states what the named body certified, for the article it names, and a translation of it does not make it a certificate of another country.

The certificates named on the Validation page are OEKO-TEX Service GmbH, Certificate 17.0.25812, and Eurovent Certita Certification, Certificate No. 15.06.011. The published Terms of Use state: “Nothing on the Site authorizes anyone to manufacture, integrate, market, resell, or describe a product as C-POLAR-enabled. Nothing authorizes anyone to describe itself as a C-POLAR partner. Written permission is required.” They add: “A citation, quotation, name, logo, link, or third-party test does not by itself mean that the third party sponsors, endorses, certifies, or approves C-POLAR, a C-POLAR product, a Site claim, or a proposed use.” Both numbers can be checked at source: certificate 17.0.25812 in OEKO-TEX’s public label check, and Certificate No. 15.06.011 in the Eurovent Certita Certification certified product directory. Certificate No. 15.06.011 covers a ten-pocket bag filter, not a flat panel filter; a rating belongs to the construction that was tested. NanoFlashing™ is a technology; the name, rating and sale of a product that carries it are set by that product's maker and seller.

Would a powered purifier need a separate electrical-product conformity assessment?

The NanoFlashing™ Air Filter is passive and is not a powered appliance.

Passive describes the filter, not the system around it. The filter is passive. It draws no power, and it has no power supply, electrode, lamp or reservoir.
